Friends: Ceolmund sees things quite black and white as far as friends and foes go. If you are a friend of Rohan, you are a friend of his. He has lived in Edoras all his life, and works among the Riders of the Mark and also helps to train the civilians and their children in defense. He would at least be acquainted with most people who reside in Edoras, as well as most people who live in the countryside surrounding the little city. So if you'd like to play up our characters as already knowing each other in some way, that would seem the most plausible for him! We can plot some backstory. The longer he has known someone, the more likely he is to trust them and befriend them.
Foes: The man is bound to treat anyone he does not know with suspicion. He is highly protective of the citizens of Rohan, especially those residing in Edoras, and it would be quite a time before he trusted anyone who was new to the area... he would treat them as highly suspicious and warranting a bit of interrogation.
Obvious foes are anyone aligned with the Dark Lord or Enemy. He will try to kill you.
He has heard stories, but has not met anyone of another race so perhaps they are just mythologies? Elves would likely be seen as a foe to him as well, regarded as a Witches/Sorcerers in the mind of his people.
For plotting purposes, this guy lives in Edoras but could wind up anywhere in Rohan for one reason or another. We could probably also find a way to take him to the fringes of his realm in the wilderness, but he wouldn't plausibly go any further than that since he is pretty preoccupied with his love of protecting Rohan.
