The Council of the Sceptre
Taking after the original Numenorean council and established by the High King Elessar, Nobles, Lords, or Emissaries from each region, along with the King's Heir, gather to advise the King on matters of the State. With the passing of King Elessar, and the many lands he gained for the Reunited Kingdom, along with Eldarion's desire to draw near to the way things once were during the great rule of men, a new Council has been established. While the King still holds the ultimate authority, he has taken it on good authority to gain an a trusted advisory of those who know their people well, that they will continue to bend the knee to the forces of the Reunited Realm and stave off the wars that his Father had fought hard to win. Thus began a careful selection of ambassadors to Annúminas. Those of Rohan, of the Elven Realm, and the Dwarves are offered a place within the Royal Halls of the King, Elerrínarondo. While those of more distant lands of Rhun, Harad, and Khand are offered stately homes of their choosing and guards for themselves, their households, and servants on the Street of Terraces.
Though the last freestanding society of Hobbits are not represented in the Council of the Sceptre, the King of the Reunited Realm shares an honorary council with the Mayor of the Shire upon each new election term (every seven years) at Michel Delving, and should the Mayor ever wish to visit Annúminas, he is always welcome.
All listed below with their names not crossed off are OPEN site canon. If any ambassadors should wish to give up their seat at the council chamber during gameplay and have characters move on to different things, new ambassadors can be brought in.
- Changes can be made: If you decide to use a different face claim for the characters as listed, that's fine, just keep it to someone of similar nationality. If you would like to write an ambassador of your own creation (new name, new history) you are more than welcome to do so. What we would do is have you write that your character is for some reason replacing the existing council member. The only council members which cannot for the time being be replaced by an original character are the King and Prince (Eldarion and Elessar II), and the cult leaders (Zarif and Oktai). You may also write other ambassadors who are -not- council members, but merely in the city.
- Familial relationships are up to you, feel free to put up want ads for anyone they may have traveled with, whether spouses or other members of their household, consorts, servants, slaves (though slavery is illegal in Annúminas, they would need to be discreet).
- You can feel free to play all aspects of the characters lives, not just the politics!
- After a month of vanishing without a leave of absence message placed, canon characters may be returned to the wanted pool and open for someone else to continue the story.

Eomer Baldor, named for the former war hero and King of Riddermark, is the Prince and Heir to the Seat of Rohan and the youngest of the council. Knowing well the ways of the court of Rohan, he was sent by his parents to Annúminas to council on behalf of Rohan, and also to learn in ways of leadership. To pay his tidings and keep the alliance that has long been kept since the War of the Ring, that Rohan and Gondor will not stand separated.

Lothuial was born at the beginning of the first age in the Greenwood, in Thranduil’s halls, before it darkened to a forest of spiders under the dominion of the Dark Lord. As the world changed, it was with determination that she accustomed herself to what might lie ahead. She trained with the best and came out as a Captain of the guard among the Elvenkings halls, fighting against the powers of Dol Guldur, at the Battle of the Five Armies, and later against the onslaught of Rhûn and Khand on the eastern front. Lothuial has chosen to remain among her people, the Silvan elves, rather than taking the straight road to Valinor as many have done. Though elves play a small part in the councils of man in these days, Thranduil has sent Lothuial as his emissary to Annúminas, both for her experience and the sake that she will not be spoken over when it comes to matters of elvish wisdom.

Originally of the Iron Hills, Norog has traversed Middle Earth from east to west, and north to south. There is nary a mountain range has not seen in his years. He followed Dain II Ironfoot to fight in the Battle of the Five Armies, and later defended the Lonely Mountain during the War of the Ring. After the war he assisted the Rohirrim in the re-fortifying of Helms Deep, and he worked in Ithildin upon the great Gate of Minas Tirith. Aglarond, the great dwarven capital was built in his time, and even now his people assist in the rebuilding of Annúminas. Though Norog pretends to be sensitive to the kingdoms of Men and their needs as a whole, he has seen the dwarves give much to men, and he has a keen interest in swaying the council to aid the dwarves now in taking back the grand Halls of Durin in the mines of Moria, which are still held by remnant orc bands and their superiors.

Kamala was a surprise upon first stepping foot into the council chamber after having traveled under a male name and with a male consort who played the roll she was to take. While the male Varaig warriors were well known to the people of Gondor, the people of Khand are the furthest reach from that of Annuminas for the sake of the long land trek over harsh terrain and desert sands to reach their lands, and the matriarchal clan leaders and priestesses were a mystery. Kamala is eldest daughter of a Khandish clan leader and her War Lord lover. Kamala is both a military tactician and a Priestess of Akase Nilo, the sky god. To Kamala, a council is not the place for men, and though she has known no elves before, she defers most often in agreement with Lothuial, the only other female on the council, and merely tolerates the rest of the men. Khand is the most difficult land for the Reunited Kingdom as far as submission goes. The people are scattered and many live difficult lives just to survive in the harsh climate. The Varaig warriors do as they will, but for the most people, she finds submission and tribute to a distant king to be unfair and unnecessary for her people, and is unhappy with the exploitation of those who have come under Gondorian rule.

A face of steel though a heart of gold, Ekundayo is the son of many Haradrim War Captains. In former generations his grandfathers rode Mumakil in the great hosts which laid the siege upon Minas Tirith. Even unto his father’s day, his family fought against the rule of King Elessar. Yet when he was a child, Corsair raiders who had burned half his city were stopped just off the shore by the Gondorian fleet, and he found that the King was not savage, but just. With Elessar’s aid, the city was rebuilt, and the people became strong allies to the north. Ekundayo has been a friend of Eldarion and his son as long as he can remember, well before the forming of the council, and has served them well in their negotiations with the other bands of Haradrim.
Age: 165, Black Numenorean
Born in Umbar, beneath the banners of the Corsairs, Zarif al-Navqi represents among the last of the leaders and close to pure blooded Black Numenoreans, most having died during the War of the Ring. Zarif was otherwise preoccupied when Corsairs raided the coasts and the men fought on the fields of the Pelennor. Zarif traveled on missive to the East of East, where he met allies, and recruited soldiers for the army of Mordor throughout the lands of Rhun and Khand, finally waging battle against the Lonely Mountain and Mirkwood at the end of the War of the Ring, and slinking into hiding beneath the forests dark eaves when they ultimately lost. Wholehearted in his purpose, and still so, he was to become a king among men, and has not given up that hope. Making his way back to Umbar, it was in the early days of the continued war in South Gondor that Zarif raised the banner of surrender and pledged his service to King Elessar. His assistance in driving the Haradrim to bend the knee to the King of the Reunited Realm earned him favor with Elessar. Though not everyone on the original councils agreed with the decision, Zarif has always been steadfast, gregarious, and candid in his outward loyalty. Within, however, Zarif is convinced both Sauron and Saruman still live in spirit form, and by the power of Melkor they will be raised again. He, being loyal, will give them the inner sanctum of the king’s ear, and when Melkor gains the greater following. Zarif, known as Herumor when he is masked among his followers.
Age: Appears mid 30s. Actually ageless.
Face Suggestion: Tadanobu Asano
Oktai is a silent man, humble and courteous, and only speaks after much contemplation and everything else is said. He is considered wise among his people, and he has made great strides to bring peace to the still semi-warring nation of Rhun. Yet beneath his humble demeanour is something insidious. He is no man of Rhun, in fact he is no man at all, only under the appearance of one by enchantment. His true identity is that of the Maiar Pallando, one of the two blue wizards who wandered into the east long ago and never returned. The power of his wizard’s staff now is now contained in a large blue sapphire secured around his neck and beneath his robes. Were his glamor to break away, one would see the old shriveled wizard he once was. Much like the former head of their order, Saruman, Oktai would prefer to see the fate of Middle Earth in his own hands, not those of a mere mortal. Oktai is the brains behind the Dark Tree, while he allows Zarif al-Navqi to be the trunk, he is the root behind the movement. Unlike Zarif, however, he believes in no power but his own. Melkor’s power is fantasy, Sauron and Saruman are gone, but that is not to say that through fear one could not rise in their place.
